The purpose of this article is to regulate smoking in the open public parks, public
areas, the Broad Street District as defined, enclosed public places, places of employment,
and public places. This article is intended to protect the public health and welfare
by prohibiting smoking in certain public places and places of employment; and to protect
the right of nonsmokers to breathe smoke-free air in certain designated areas, and
to recognize that the need to breathe smoke-free air is preferred over the desire
to smoke. This article is not intended to cause undue financial strain on any business,
including restaurants.
