§ 14-5. Noises generally; garbage dumpsters.

(a)

It shall be unlawful for any person to make or cause to be made any unreasonable, loud, disturbing or unnecessary noise in the city. It shall also be unlawful for any person to permit any such noise to be made in or upon any house or premises owned or possessed by him or under his management or control.

(b)

It shall be unlawful for any person to engage in the loading, unloading, opening, closing, lifting or otherwise handling of dumpsters or other garbage containers between the hours of 10:00 p.m. and 6:00 a.m., when the sound therefrom disturbs the quiet, comfort or repose of persons in any house, apartment, hotel or other type of property used for human habitation.
