Chapter 14. OFFENSES AND MISCELLANEOUS PROVISIONS |
Article I. IN GENERAL |
§ 14-3. Drunkenness; drinking in public place or building.
It shall be unlawful for any person:
(1)
To be drunk in any street, avenue, alley or in any public place or building in the city;
(2)
To be drunk in any private place in the city when he is disturbing others; and/or
(3)
To be drinking any intoxicating beverage while that person is in any street, avenue, alley or in any public place or building in the city, except:
a.
The ECO River Education Center, Riverside Parkway;
b.
The Civic Center;
c.
City tour boats;
d.
The southern portion of Ridge Ferry Park which is defined as:
All of the southern portion of Ridge Ferry Park being bordered on the north by the southern right-of-way of the Southern Railroad, on the west by the east side of the walking path on the east bank of the Oostanaula River, on the south by the northern bank of Burwell Creek, and on the east by the western right-of-way of Riverside Parkway.
Provided, that consumption of alcohol in said area shall only be allowed when:
1.
The entire southern portion of the park has been duly rented;
2.
The function during which consumption occurs has been duly registered by copy of application from the recreation department in the office of the city clerk; and
3.
Use of glass containers is not permitted.

Stonebridge Golf Course;
f.
Floyd County Forum/Civic Center;
g.
Rome Senior Citizens Center, 406 Riverside Parkway;
h.
Rome Braves Club Stadium and the designated parking lot as shown on the plat filed of record in the city clerk's office and available for public inspection;
i.
The Carnegie Building and gardens;
j.
Bridge Point Plaza—The 1.13 acres of publicly owned property located at Bridge Point Plaza which is bordered by West First Street to the south, the Oostanaula River to the north, West Second Avenue to the east and the walkway approach to the Robert Redden Footbridge to the west.
k.
The southeast portion of Heritage Park which is defined as:
The area bordered by the Coosa River, the Robert Redden Foot Bridge, the J. B. Dodd Boat Ramp and the roadway along the top of the levee. This area is also shown on the plat filed in the City Clerk's office and available for public inspection.
Provided that consumption of alcohol in said area shall only be allowed when:
1.
This area of Heritage Park has been duly rented.
2.
The function during which consumption occurs has been duly registered by copy of application from the recreation department in the office of the city clerk; and
3.
The use of glass containers is not permitted.

The city trolley.
m.
Rome Tennis Center at Berry College;
n.
The Downtown Tennis Center which is located next to Barron Stadium; and
o.
Rome City Auditorium, 601 Broad Street
p.
Any area approved by the Alcohol Control Commission through a temporary consumption permit granted under section 3-33(10) of this Code.
